2007-08 Division I Publication of Proposed Legislation

The NCAA Division I Publication of Proposed Legislation (POPL) for the 2007-08 legislative cycle is now available online. The POPL presents all proposed amendments to the NCAA legislation that were properly sponsored for the 2007-08 legislative cycle by Division I conferences, the NCAA Division I Academics/Eligibility/Compliance Cabinet, the NCAA Division I Championships/Competition Cabinet, the NCAA Division I Management Council and the NCAA Division I Board of Directors in accordance with the Division I legislative calendar.

The legislation included in the 2007-08 POPL may also be found on the Legislative Services Database for the Internet (LSDBi). A search of Division I proposals the"In Progress" status and the "Mgmt Council 1st Review" in progress state will retrieve the proposals included in the POPL.

The publication is produced directly from the Legislative Services Database for the Internet (LSDBi) each time it is downloaded. Therefore, the content of the publication may change each time it is accessed from the NCAA Web page. As modifications or corrections are made to proposals during the sponsor modification/alternative proposal period, updates will be made to LSDBi and those changes will be reflected in the Publication of Proposed Legislation.

Because the Publication of Proposed Legislation is generated directly from LSDBi each time it is downloaded, there is no table of contents or index; however, users may use the "Bookmark" feature of the Adobe Reader to quickly scan the proposal numbers and titles and go directly to those proposals within the document. Users may also use the "Search" feature to find particular proposals. The proposals are presented by topical area by bylaw numbers and by proposal number within topical areas.

From July 15 through not later than 5 p.m. Eastern time October 23, modifications or alternative proposals pertinent to proposals listed in the Publication of Proposed Legislation may be suggested by any conference or either cabinet. These modifications or alternative proposals may either increase or decrease the modification set forth in the original proposal. The following describes the modification/alternative proposal process:

Conference-Sponsored Proposals. A conference that has a suggested modification to a proposal listed in the Publication of Proposed Legislation should contact the sponsoring conference to offer the suggested modification to a proposal.

  1. If the sponsoring conference agrees with the suggested modification, the sponsoring conference must notify the NCAA national office not later than 5 p.m. Eastern time October 23, of the changes that should be made to the proposal. Modifications must be submitted via LSDBi.
  2. If the sponsoring conference does not agree with the suggested amendment, the conference offering the modification must submit an alternative proposal via LSDBi not later than 5 p.m. Eastern time October 23.

Cabinet-Sponsored Proposals. Alternative proposals or modifications to cabinet-sponsored proposals must also be submitted to the national office via LSDBi not later than 5 p.m. Eastern time October 23.
