Annually, NCAA member conferences and (in Divisions II and III) institutions may submit proposals for changes in NCAA bylaws to be considered by the division's governance structure or legislative process. Each division has specific criteria and timelines that must be followed for a proposal to be properly considered. Legislative proposals must be submitted by 5 p.m. Central time on July 15.
